Most of Pennsylvania is on 1%. The interesting part is who is not.

1,813 of the 2,542 municipalities — about 71% of the state — levy exactly 1%, the combined municipal and school district rate most places sit on. The spread either side of it is what costs people money: Pennsbury Township charges 0.312% and Chester City charges 3.75%, a difference of 3.438% of gross wages on otherwise identical pay.

The rate is set by the pair of municipality and school district, not by the municipality alone. That is why the register lists a township more than once where a school district boundary cuts through it, and why the PSD code — not the town name — is what an employer withholds against.

The 69 Act 32 Tax Collection Districts

The first two digits of your PSD code name your district. Act 32 built one per county, except Allegheny, which is split into four, and Philadelphia, which is outside the system entirely.

The smallest districts, in full

103 municipalities across 11 districts are listed here rather than on pages of their own. A district with four municipalities does not fill a page, and a page that is mostly boilerplate is worth less than a row in a table that is not.

Who actually collects it

Act 32 appoints one collector per district, and the job is concentrated in very few hands. You file and pay with these, not with your township.

Pennsylvania local tax: common questions

What is my PSD code?

A PSD code is the six-digit number identifying the municipality and school district you live in, and your employer needs it to withhold the right local tax. The first two digits are your Tax Collection District — Pennsylvania has 69 of them under Act 32 — and the remaining four identify the municipality and school district pair. Open your district below and the full code is listed beside every municipality in it.

How much is local earned income tax in Pennsylvania?

1,813 of the 2,542 municipalities — about 71% of the state — levy exactly 1%, which is the combined municipal and school district rate most places sit on. Outside that the range is wide: from 0.312% in Pennsbury Township to 3.75% in Chester City. The rate depends on the municipality AND the school district, which is why two neighbours on the same street can differ.

Do I pay Pennsylvania local tax where I live or where I work?

Where you live, in most cases. Act 32 has your employer withhold at the higher of your resident rate or the non-resident rate where you work, then remits it to your resident district. That is why a separate non-resident rate is listed: 566 municipalities do not tax non-residents at all, so a commuter into one of them owes only their own home rate.

Who do I pay my Pennsylvania local tax to?

Not the municipality, in almost every case — Act 32 assigns collection to one appointed agency per district. Berkheimer Tax Administrator alone collects for 33 of the 69 districts and Keystone Collections Group for 21 more, with 11 other agencies covering the rest. Each district page below names its collector and links to them.

Why is Philadelphia not listed here?

Because Philadelphia is not part of Act 32. The city levies its own wage tax, collected by the Philadelphia Department of Revenue rather than a Tax Collection District, and DCED lists it separately for that reason. It is modelled on its own page instead.

Is the local services tax included?

No. The local services tax is a flat annual dollar charge rather than a percentage of wages, so it is not part of these rates and is not modelled. Neither is the separate school district income tax that a handful of places levy outside the EIT structure.

Rates from the PA DCED — EIT/PIT/LST Tax Registers (Official), reporting year 2026, official rates as of June 15, 2026, read 2026-08-17. District names and collectors from the PA DCED - Act 32 Local Income Tax Collectors by Tax Collection District, read 2026-09-12. The local services tax and the non-resident rate are not applied in the paycheck estimate.
