The work city withholds; Findlay then charges its own rate less the credit. The last column is what is usually not withheld from any paycheck.

- "Findlay, Mount Cory, Vanlue, and Mount Blanchard do not offer a credit."
- A Findlay resident working elsewhere owes the full 1.0% to Findlay on top of the work city's tax.

Findlay income tax: common questions
What is the income tax rate in Findlay, Ohio?
1% on wages for 2026. Your employer withholds for the city you WORK in, so if you work elsewhere in Ohio you may owe Findlay a residual at filing time rather than nothing.
Does Findlay credit tax I paid to the city I work in?
No. Findlay grants no credit at all for municipal tax paid to another Ohio city, so a resident owes Findlay's full 1% on top of whatever the work city withheld. This is unusual but entirely lawful — ORC 718.04(D) leaves the credit to each municipality's discretion.
Why do I owe Findlay money at filing time?
Because Ohio employers withhold for the WORK city, not the home city — ORC 718.03(A)(1). If Findlay's rate exceeds what its credit absorbs, the difference is owed directly to Findlay and is usually not withheld from any paycheck. That residual is what catches people out.
